"A Rising Tide" in ARC Raiders' Shrouded Sky update feels less like a checklist and more like being nudged into the game's weird little corners, so it helps to prep the basics first—ammo, meds, and a quick look at ARC Raiders Items if you're trying to round out a loadout without wasting runs. The quest bounces you between maps and quietly rewards players who pay attention to skylines, access points, and the small stuff the game doesn't highlight.

You start in Buried City, hunting down the foreman's barricaded apartment just south of Piazza Roma. The door's a dead end, and that's where people hesitate. Don't. Look up and treat it like a traversal puzzle. First, you can take the stairs and aim for the platform between the twin towers, then drop across to the balcony. Second, and honestly cleaner once you've done it a couple times, use the rooftop zipline and bail halfway to land on the balcony. Miss it and you're running the loop again, usually with something shooting at you. Inside, don't overthink it—hit the terminal on the desk and grab the digital logbook, then get out before you start looting like you own the place.

After you extract, swap to Dam Battlegrounds. Head north to the Power Generation Complex first. You're not "solving" anything there; the step advances just by entering the POI, so don't linger if the area feels hot. From there, angle southwest toward the Controlled Access Zone. This is where the pace changes. CAZ punishes slow decision-making, and it loves funneling you into bad sightlines. Look for a ladder on the side of a building and use it to drop down into the underground sections fast—less exposure, fewer long angles, and a better chance to keep your plates intact.

Underground, the quest turns into a small investigation about the foreman's reconstruction work and Project Heartwood connections. The easiest way to stay oriented is to keep returning to the interior walkways until you spot an office that overlooks a huge suspended ARC machine. If you're in a room and you can't see that thing, you're probably not there yet. Once you find the right office, look for a whiteboard packed with notes. Interact with it (sometimes it prompts like a photo action), confirm the objective updates, and don't get greedy—extracting is the real finish line on this one.

The payoff is solid: a Level 2 Anvil weapon, the Anvil Splitter mod, an Extended Barrel, and heavy rounds—exactly the kind of kit that makes early-cycle fights feel less punishing. It's also one of the cleaner "learn the map" quests the update has, even if that first balcony entry can be a pain under pressure. If you're trying to keep momentum between runs, it can help to top up essentials through RSVSR so you spend more time pushing objectives and less time scraping together gear after a rough extract.
